My puppy may have nerve injury in her legs but not 100% yet. X Rays will be taken. Could it be that she's scared or cause of her nerve?

X rays are unlikely to be helpful with a nerve injury unless is due to a bone tissue injury. They simply won't show the nerves.
Definitively a clinical (neurological examination) will establish or give you an idea of the grade of nerve involvement (even sometimes which nerves are involved).
It is very unlikely that psychological abnormalities (such as being scared) could give a proper nerve injury.

X-rays don't typically show nerve damage unless it is in the spinal cord. There are neurological tests that can be performed to isolate the damage. Being scared may cause a reluctance to move but a skilled vet should be able to differentiate a behavioral vs a neurological problem.

Nerve trauma can sometimes take a long time to recover, fractures also take up to 8 weeks in some cases. There is always a chance that there will be permanent damage when talking about nerves unfortunately but even if she doesn't recover 100% there are other things that can be done to help like hydrotherapy, physiotherapy and acupuncture.
