The inside of my dogs ear is red. Doesn't look swollen and isn't producing any sort of puss. Could this be an ear infection or something else?

Yes otitis ( ear inflammation) could be possible. There are different possible causes for ear inflammation being infection and allergies the most common ones.
I would recommend to take her to your veterinarian for a check up. Your vet will perform an otoscope can examination and prescribe appropriate treatment, which is usually based on ear drops (very likely a mix between antibiotics and antiinflammatories) but it could be based on systemic treatment. If she is shaking her head or scratching the ears I would strongly recommend to take her to your veterinarian as soon as possible as inflammation could get worse with autotraumatism.

It could definitely be an ear infection, the inside of the ear needs to be inspected in order to be sure. It could also be an allergic reaction that is affecting the outside only.
If he is scratching or shacking the head it's probably an ear infection, he will need to see a vet for treatment (ear drops).
