Sounds like your pet has classic signs of allergic dermatitis. Unfortunately there is no easy fix for this and many owners have tried and failed to use over the counter treatments for allergies. But just like in people allergies, the best course of treatment is a complete work-up of the patient. The best advice to give you here is to work with your veterinarian to go through a series of tests to find out what exactly your pet is allergic to, while treating him with either steroids or immune modulator/suppressant medications to stop the body from reacting to normal stimuli. The very best medication to help stop the itch abruptly right now is Apoquel. This is a very popular medication and owners love how fast it works (typically within 24 hrs). However it is not a permanent fix and it is still recommended to go through food allergy trials (see here http://www.veterinarypartner.com/Content.plx?P=A&S=0&C=0&A=2499) and skin allergy testing if needed. There is even a new non-injectable treatment for treating pet allergies which is a great alternative for most owners who are deterred from getting their pets allergy shots weekly.
Please discuss these options with your veterinarian for a more permanent and effective solution for your pets allergies.
Also any current infections should be treated as well as most pets do get staph infections of the skin that are extremely pruritic.
I would also supplement with Fish oils (pet formulated from your local pet store) daily to help provide natural anti-inflammatory properties for the skin.
