I have a 8 wk old German Shepherd puppy. He seems fine and health other than his rear end is frequently wobbly. Is that normal?

Not particularly. Wobbliness can be a sign of a neurological condition or early signs of hip dysplasia (common in large breed dogs). However if he is otherwise happy, healthy and has no issues with his front end or any other signs of a neurological condition (i.e head tilt, drunken walk, falling over), then I I would suggest perhaps monitoring this for now and perhaps recording the wobbliness that you are seeing. Some fast growing puppies can have an awkward gait sometimes as their limbs are growing.
At your pets 1st appointment with a veterinarian (usually between 6-8 weeks for vaccines), you can present the video of your pets abnormal rear wobbliness for review to see if this is considered abnormal and if any additional tests are recommended (i.e. radiographs if hip dysplasia suspected, etc).

In general, this is normal as puppies still need to learn how to coordinate their limbs and lern how to walk properly and develop their muscles. However, since Gerrman Shepherds are prone to hipo dysplasia you need to monitor this and ask your vet everytime you go to the vet (e.g. for vaccinations, etc) to assess his movements. THis will help with early intervention when and if necessary.
