A UTI is caused by a bacterial infection. While cranberry juice does have good effects in human, it's not going to fix the cause of the UTI in dogs. I would stop giving it and the apple cider vinegar, and take Mattie into your vet. Antibiotics are the appropriate treatment for UTIs in dogs, and your vet can prescribe them. Your vet will likely want to do an urinalysis, to see what type of bacteria is in the dog's urine so they can select the correct antibiotic, and to see if there are crystals in the urine.

It is unlikely that this is unsafe, however you should have the urine examined by the vet. There may be crystals causing this, and he may be better off on a urinary diet. There is also a possibility of some anatomical problem (diverticulum in the bladder) or polyps or, since he is an older dog, unfortunately also a bladder tumor. Please take him to your vet for an exam and proper treatment. Male dogs do not normally get bladder infections.
