If this is not a sudden behavior change for him (which could indicate a medical problem) and he is acting normal otherwise, then it is likely that he is just a somewhat picky eater by nature. If this is the case, here is what I recommend: offer him his usual portion at his normal mealtime, and leave the bowl down for 15 minutes. He can eat it, or not - his choice. No adding extra stuff to the food to make it tastier, and no hand-feeding. If he hasn't eaten in 15 minutes, just pick up the bowl and put it away till the next scheduled mealtime. Then put it down again - same procedure. A healthy dog will not starve himself to the point of causing problems; most dogs eat very readily by the third or fourth mealtime that the food is offered. From then on, stick to the same plan - the food is available for 15 minutes at each mealtime, and whatever has not been eaten when time is up gets put away.
I should note - if your dog is having any other symptoms that make you concerned about a possible illness or medical problem, then definitely have him checked by your vet to rule out a medical reason that he isn't eating well. But if this is common for him and he is just a finicky eater, you can try the plan discussed above.

If your dog's behavior changed suddenly then this could indicate that he is not feeling well or is anxious/frightened. If that is the case, then I would recommend a veterinary visit. Otherwise, I would not recommend hand feeding him as this behavior should be discouraged and can cause problems down the road. Your dog should eat when he is hungry. Offer two meals a day if possible and a small time frame for him to eat. Eventually, he will discover that he is limited in his time to eat his food, which should encourage him to eat more readily.

I would stop hand feeding him away from the bowl and try to hand feed him in the bowl. Maybe he will get the idea. Or you can try feeding him three times a day, and 10 minutes after putting the bowl in front of him, take it away again. Also try feeding him from a flat surface. He may not be able to pick up the food properly from the bowl. Eventually, if you stay strong and stop hand feeding him, he will be hungry enough to eat by himself.
