She may have a growth hormone issue, especially if she appears smaller in stature compared to her littermates or the expected size at this age. If it is a growth hormone problem then getting a measurement of her GH (growth hormone) can confirm she had pituitary dwarfism, which has affects on the hair coat and bone growth, causing the juvenile hair (soft, wooly, and short) to persist longer. Hormone replacement therapy at that point may help, but is somewhat controversial. Prognosis for this disorder is guarded and if confirmed, average lifespan is about 5 years.

This could be genetic, as some Goldens will have shorter hair than others, but I would recommend taking her to the vet in order to check if there could be a medical reason for this such as skin parasites or other skin disease.
