Whenever he bites me or scratches me I yell at him no it seems to have been working but is this the right way to train him

I would not recommend this approach, as yelling and other types of punishment often cause cats to become frustrated and defensive - even if it seems to work in the short-term, it carries a high risk of worsening the biting or even causing serious aggression over time.
I see that Max is a 4-month-old kitten, so his biting and scratching is probably play-related and very normal behavior at this age. I would make sure that he has plenty of appropriate outlets for this behavior, such as fishing pole type toys, small toys to chase and carry, and larger plush toys to bite and kick if he wants to. If you are petting or playing with him and he bites you or grabs onto your hand with his claws, just calmly redirect him to one of his toys and use that to play with him instead.

Not really, many times they cannot understand yelling and not always associating it with their behaviour. There are other ways make a cat stop although at this age it is almost impossible to make a cat stop biting, usually they do get better with age though.
