Is it safe for my dog to eat grass? I noticed she ate it and then threw it up with like a foamy clear liquid

It's not terribly harmful in and of itself. However the real question is why is he eating the grass? Some pets do this out of boredom, but then the grass blades cause ticking of the throat which then leads to vomiting. Other dogs do this purposefully to make themselves vomit because they have an upset stomach. If he seems to have an upset stomach, then fast him for the next 12 hrs, then give him a bland diet of boiled plain chicken and rice or cottage cheese for the next few feedings. Monitor him closely and if he isn't better after 24-48 hrs, have him seen by your local veterinarian for further treatment (i.e. Anti-nausea meds, treat the underlying problem). Hopefully this is transient and he ate something that caused a mild upset to his stomach that will correct itself. I hope he recovers soon!

That could be potentially due to a underlying gastrointestinal disease or could be normal. Let's say that is a kind of natural defensive reflex and generally speaking is relatively safe for dogs to eat grass. If the signs persist I would recommend to have Luna checked by your local vet.
