Behavior & Training

My dog grew a habit of chewing towels, carpet and even his own back legs. They don't work anymore and he can't get up, so he might be frustrated. I don't mind him chewing towels, but I want to make him stop doing that to his legs. When I cover them with my hand, he chews my hand instead. There is no problem with his skin, it's not allergy. It's hard to believe his legs are painful. I thought it's a behavior issue since he just chews everything around him including himself. How can I stop him?
