Behavior & Training

I have a 9 year old Maltese Shitzu who has become so lazy that he will howl and bark when he wants attention instead of just moving to where people are. He does have trouble getting up at times but if he is offered a treat or something that he really wants he will move for that. He also does not make it more than a house or two away on walks so exercising him is difficult. How do I teach him not to howl when he does not want to be alone? And how do I get him to become more active again? Thanks.
