Our cat just passed and our dog started to spray and whine. She's been spayed and has never sprayed before. Is this normal?

There may be a medical cause or it could be behavioral in nature. Have him/her examined by your vet to rule out medical causes such as UTI. Once that has been done, you can focus on the behavioral aspect. Calming pheromone collars or sprays may be effective in decreasing her anxiety or stress at losing a housemate.

Dogs are very sensitive to changes in the dynamics of the household. If she and the cat were good friends, she probably misses the cat and is expressing her anxiety. It wouldn't be a bad idea to get her checked to make sure she doesn't have a urinary tract infection that is causing the symptoms. If she is healthy, consider working with a trainer that specializes in behavioral problems to curb the unwanted behavior.
