Not if you are hand rearing him. Your puppy needs the daily requirements of the puppy milk to get all the nutrients he needs to grow properly and be healthy. There is no harm in leaving a bowl of water for him to drink from in addition.

As a supplement, yes but not as a source of nutrition. The milk replacer should provide enough hydration and nutrition for your pup. Introducing a tiny amount of water in a shallow bowl is a good idea when beginning to wean.
